From Aid Dependency to Self-Reliance: Rethinking Humanitarian Response in Somalia

Third Session of the 2026 Youth Dialogue Series Held in Mogadishu

Balqiis Insights, in partnership with Konrad Adenauer Stiftung (KAS), convened the third session of its 2026 Youth Dialogue Series in Mogadishu, focusing on Somalia’s humanitarian landscape and the growing need to rethink pathways toward self-reliance.

The discussion reflected on how decades of conflict, climate shocks, and displacement have shaped a system where humanitarian assistance remains deeply embedded in both emergency response and broader socio-economic structures. Participants noted that this reality continues to raise questions about sustainability and the long-term direction of development efforts.

While acknowledging the continued importance of life-saving support, the dialogue examined how extended reliance on external assistance can influence local incentives, shape market dynamics, and affect the evolution of institutions. Participants stressed the importance of strengthening Somali ownership in setting priorities and guiding decision-making within the aid system.

Rather than a sudden shift, participants framed self-reliance as a gradual transition that requires sustained effort across multiple fronts. This includes expanding domestic revenue capacity, strengthening productive sectors, and improving coordination between humanitarian response and long-term development planning. The discussion highlighted that progress depends on institutions capable of guiding and sustaining this shift over time.
